Dustin holds a business degree from Missouri State University and began his career at O’Reilly Automotive, a Fortune 500 company, before transitioning into the construction industry. Over the next 12 years, he helped scale a startup from fewer than 10 employees to over 100, serving as Executive Vice President of Operations while opening new territories and building high-performing teams. He’s known for a hands-on, leadership style and a strong connection with field teams, driving performance through accountability and problem-solving. Today, he serves as Chief Operating Officer and co-owner of Velocity Construction, where he applies his experience in both corporate systems and startup scaling, to drive growth and operational excellence. He maintains an open-door approach and stays closely connected to day-to-day operations to ensure alignment across every level of the business.

Our Story

Dustin and Richard have been friends for over 35 years and have 25 years of experience working in the single-family rental space. With a shared approach to how projects should be run, they saw an opportunity to apply what they had learned and do things their own way. We built Velocity with a focus on professionalism and financial responsibility—two things we felt were often missing in construction. Our goal was simple: create a company where employees feel secure, partners are paid reliably, and customers can trust the outcome.

In an industry known for its cycles, we believe in operating with discipline. That means planning ahead, managing responsibly, and building a business that can support the customers, employees and suppliers who depend on it.

Richard Frank

Chief Financial Officer

Rich grew up in Scottsdale, Arizona and earned a Finance degree from Arizona State University. He began his career in the Aerospace industry working in cost analysis on satellite engineering teams for NASA and DoD projects and proposals. Over the following 20 years, he led construction companies in senior roles in accounting and finance daily operations, tax preparation, acquisition and sale due diligence, systems and procedures reengineering and implementation. Rich believes that financial responsibility and treating everyone with respect are keys to developing a safe and secure work environment for employees and providing consistency for clients and suppliers. Rich brings years of valuable experience to his role as Chief Finance Officer and co-owner of Velocity Construction.
